The problem of the co-ordinated development of a regional labour market and system of vocational training of experts is constantly in the centre of scientific researches and involves the increasing attention from outside societies and states. For the decision of a problem of balance – equilibrium development of a labour market – it is necessary to use the complex control system consisting of strategic directions of interaction of a labour market and system of higher professional education, tactical actions for realisation of the given directions and the indicators, allowing to estimate efficiency of the program of interaction. Main principles of interaction of a regional labour market and system of higher professional education should be: a continuity of an educational trajectory with the individualised approach; availability of educational programs to a geographical sign, on age, on the level of expenses, on the level of complexity of development, etc.; orientation to practice of all levels of vocational training; flexibility and timeliness of educational programs. Tools of management of labour market and system of higher professional education interaction should be: • creation and development of the regional centre of problem monitoring of a labour market and an education sphere in region on the basis of leading high school of the area; • system engineering of indicators according to quality of employment of graduates and young experts, potential of a labour market, intensity of use of educational programs of vocational training, retraining and improvement of professional skills by economically active population; • working out of the concept of balanced development of a labour market and sphere of the higher vocational training till 2015 on the basis of predicted estimations, continuous questioning of employers, the analysis of quality of progress of entrants and students and other estimated procedures necessary for acceptance of the proved strategic decision.
