The role of information and communication technologies (ICT) in regional university (RU) activity is underlined. Definition for ICT-competence (ICTC) of RU, reflecting specificity of their activity is offered. Some features of information support and estimation methods for ICTC RU from positions of various groups of persons are researched: entrants, students, postgraduates, doctoral candidates, university staff, employers, recruiting firms, employment centers, regional governments. The directions of ICTC influence on competitiveness of RU are analysed. Methods of transition from absolute to relative indicators of ICTC and also joint application of indicators of these two types are considered. The paper proposes the division of factors influencing ICTC and the corresponding indicators into the following groups: main objects of intellectual property in ICT-sphere and their commercialization; the actual scientific achievements (success) of RU in ICT-sphere; scientific and innovative achievements (success); scientific and innovative activity of RU; educational and methodical activity of RU in ICT-sphere; administrative and managerial activity, ensuring physical and information security of RU; number of students participating in sports competitions of ICT-directions, competitions of student’s works and also the results of these competitions; information and information-advertising activities of RU; ICT hardware; telecommunication means; software; ICTC of personnel, postgraduates, students; ICTC RU estimates from positions of final employers, some other types of external organizations. For each group the structure of factors and sources of receiving corresponding information is considered in detail. It is shown that now there are no unified assessment methods for integrated indicators of ICTC RU.
