Relevance of article subject from positions of ensuring availability and quality of medical care for the population is proved. Authors considered the general features of Russian health care sphere (HCS) activity at the present stage of social and economic development of the country, including factors causing the competition between medical institutions (MI). Classification for hierarchical levels of HCS informatization is offered. Advantages of integrated approach to informatization of HCS for country, regions, settlements are shown. In article are proved objective and subjective reasons, which slowing down processes of such informatization implementation. The purposes, directions and features of informatization for activity of separate MI are considered in detail. Software (SW), used in MI, are divided into two groups: for general purpose and specialized, which reflect specifics of MI work. For general purpose SW classes of the software, typical for MI, are characterized, also made estimates of necessary information and communication competence of SW-users. Authors propose three-level hierarchical structure for specialized SW, applied in MI. The structure of medical information systems in various types of medical institutions, information interrelations between separate components of such systems is considered in detail. In article investigates, also, risks of information security during operation of such systems, possible measures for risks decrease.
