The article presents the results of the analysis of modern trends and management methodologies (“Digital Economy”, Industry 4.0, “Data-Based Control”), a study of approaches to collecting and analyzing data in water supply and sanitation enterprises. Analysis of the operation of the housing and communal services of the Russian Federation and water supply in particular made it possible to identify characteristic features and disadvantages. The aim of the study was to develop an approach to solving the problem of decision support in managing housing and communal services in water supply and sanitation based on the implementation of mechanisms for collecting and analyzing heterogeneous information according to the paradigm of "data-based management". In the course of the research, a structural-functional model of water supply business processes was created and BPMN-model of the water supply process; formalized the task of supporting decision-making and implemented a model of the decision-making process in DMN notation; the concept of a system for collecting and analyzing heterogeneous information based on the "Data Lake" technology was developed.
