Problems which arise at drawing up the budget of the enterprise and enterprise group are considered. Some lacks of existing control systems, lacks of budgeting process in the enterprise are covered. The basic requirements presenting to systems of decision-making support are formulated. On the basis of the generated requirements and criteria it is offered to use open multi-agent systems of decision-making support in managing financial streams of the enterprise group. It allows to solve most effectively a problem of managing financial streams in conditions of hard time restrictions and presence of various sorts of uncertainties.
