Educational image of regional universities: analysisof influencing factors and assessment models

Authors consider contents of the term “educational image” (EI) for regional universities (RU), prove expediency of allocation two EI components – information and estimation. The nomenclature of legal entities and individuals groups from which positions EI RU estimates can be carried out is submitted, some directions of mutual influence of such groups are specified. In article the reasons of requirements for EI RU estimates, taking into account a number of factors, are shown: need of problems solution for public administration of country and regions educational system; quality/success of school training; the interuniversity competition (including interregional and international); levels of population income; students educational and labor mobility. For various groups of persons are analyzed sources, structure, character and features of perception for information participating in formation of EI RU. Thus considered both objective and subjective factors, including estimated usefulness of educational services for various categories of their potential consumers. Features are shown and estimates of usage prevalence for various types of scales for EI RU estimates, decision-making. Separately investigated influence of information and communication technologies (ICT) development and of the population/organizations ICT-competence growth on EI RU formation features, ensuring availability of information about universities in the conditions of their competition in information space. Offered approaches to static and dynamic estimates of EI RU are formalized as mathematical models.
