Authors is the analysis of developments in health information for the last 3 years. The necessity of creation of new information systems in health care. The main problems encountered in the implementation of the system of electronic patient records. Examples of new health portal for electronic health records in the various countries of the world. Prospects and development trends of similar medical portals. Authors of the task associated with the creation of semantic networks, to recognize the request of the patient, providing in different modes of daily information on the medical establishment. Possibility of use for generic identification of an electronic document. The authors proposed and justified the idea of using smart cards for the scope of medical services. A list of services, where the use of smart cards can provide the maximum effect. Describes the software component developed by the authors to ensure communications with the cardholder. Formed the organizing part of the medical information system with the identity of the person using the social card. Prospects use specialized medical services of plastic cards. For the provision of health services in regions using information and telecommunication technologies and universal authors developed the scheme of electronic chart information interaction of participants of the business of the provision of medical services.
