Authors investigate a role of information and communication technologies (ICT) and ICT-competence (ICTC) of legal entities and individuals (LEaI) in ensuring success of social and economic development of the countries and their regions; economy branches; separate organizations and their groups; perception them innovations; ensuring quality of citizens life. Expediency of article problematic consideration is proved in several directions: who evaluates IРЎTРЎ; concerning what objects evaluates; for what purposes evaluates; with what methods evaluates; what data, control and test materials can be used when evaluation; economic efficiency of expenses, connected with estimates receiving and usage. The nomenclature of hierarchical levels for groups, from which positions ICTC can be estimated, is considered in detail. The structure and features of LEaI, carried to these levels, is characterized. Authors paid special attention to IРЎTРЎ estimates in educational institutions and, first of all, in universities. For all LEaI groups, considered in article, are analyzed the purposes and objects of IРЎTРЎ assessment; composition and accessibility of control and test materials; efficiency of existing and perspective valuation methods for IРЎTРЎ; possibilities of ICT application for receiving IРЎTРЎ estimates; directions of estimation results usage when controlling/decision-making.
