The article characterizes the role of competence in the sphere of information and communication technologies (ICT), i.e. ICT competence (ICTC), in ensuring certain countries social and economic development; organizations activity efficiency; career progress of natural persons; realization of their household requirements. Author considered the experience of the countries, having big achievements in ICT development: Ireland, Singapore, USA, Sweden, Finland. For each of these countries the author in detail considers the following questions: general characteristic of the country; its participation in the international division of labor; situation with ICTC at the beginning of implementation of target programs (TP); the purposes which were set during the planning and realization of separate TP and/or their sets; the applied nomenclature of TP; their time frames; groups of natural persons on which programs were focused; features of technologies (methods) of realization of TP, ensuring motivation of the population to participate in them; actually received results of TP; results influence on countries economy, their competitiveness in the world market; the current states policy about support (fixing) of the reached results. On the basis of experience of TP realization analysis in other countrie,s conclusions are drawn about opportunity/expediency of such TP usage in Russia.
