Ensuring food security of the country and the organization of import substitution in the country's agriculture (determined by the state development program) are directly linked to the performance of regional and agricultural complexes. Review of agriculture as a socio-economic system (interacting economy and society) involves the separation of the agricultural cluster and it’s analysis as an organizational system (separation of the organizational structure, the set of feasible actions, preferences and knowledge of participants in the interaction). The work carried out systematic analysis of agricultural cluster Astrakhan region as a socio-economic system, highlighted its objectives, criteria for achieving them, built-theoretic models of goals and systems.
