Regions of the Russian Federation with similar fiscal and social and economic development parameters and diversified structure of economy constitute the country’s stable development skeleton. Strategic priorities for the development of the backbone regions of Russia have been formulated taking into account the necessity to create a well-balanced social and economic system with a high economic and financial independence, well-developed social sphere as a basis for high human potential. Implementation of efficient instruments of public administration and active participation in federal starter projects is an important factor to increase the level of “being a backbone”. Comparative analysis of the leadership of 21 constituent entities of the Russian Federation and the Astrakhan Region has been used as a basis to work out a project package that will make it possible to fix the Astrakhan Region as a backbone Region of Russia in course of its realization.
