The necessity of providing information and telecommunications competence of the population and industry professionals in order to support the socio-economic development of the republic of Turkmenistan is substantiated: preservation and expansion of relations of the republic with other states, including those located in the Caspian basin. The information available on the Internet on the Republic of Turkmenistan’s "academic network"; research organizations, universities, schools connecting to it is analyzed. The role of government in providing information and telecommunications competence of the population as part of school education is shown. In this regard, the nomenclature studied in republic schools courses on information and telecommunication technologies, the number of hours on these courses is researched. The total amounts of training for the specified courses in the republic of Turkmenistan and Russia - taking into account the different number of years of study are compared. Publicly available information related to the specialists training in universities of the republic, including Ashgabat and various provinces; approaches of providing the necessary level of information and telecommunications competence of university students is analyzed. The information about the capabilities of the departments in higher education institutions of the republic regarding to the specialists training in information and telecommunication technologies is separately investigated. The practice of preparing in the republic of Turkmenistan specialists in foreign universities, including Russia is characterized.
