The paper presents a brief overview of publications on the article topic and considers some reasons for collection agencies (CA) emergence in Russia. It describes the conditions of CA activity (legal, information, personnel, financial and economic) with regard to the factors of competition and risks; key areas of interaction between CA, natural and legal persons; peculiarities of making operational and long-term decisions, related to CA management. The authors describe the main areas of applying information and telecommunication technologies (ITCT) in CA activities, including collection of necessary information, i.a. within the framework of "competitive exploration"; ensuring interaction of CA with the external environment (organizations and physical entities); information technology support for control over CA processes, including performance assessment and personnel management; evaluation (forecasting) of various types of threats to CA; reducing probability of their implementation; mitigation of damages in cases of these threats realization. There is a brief overview of software tools developed/used to support CA activities in various areas of work like quality control and performance control of CA personnel, consideration of cases of CA information interaction with debtors, ensuring CA information safety, etc. A set of threat sources and risk structure of CA activity was analyzed with regard to the peculiarities of personnel work, areas of ITCT application, factors of competition between various CA. Special attention is paid to the work of "anti-collection agencies." It is justified that various types of threats (including threats to information, personnel and physical security) ultimately affect the economic security of CA activities. Capabilities and limitations for CA risk management were investigated. It is shown that relevant decisions are made in terms of incomplete and inaccurate information, i.a. in relation to the decision analysis results. Mathematical models for estimation/forecasting of CA economic efficiency are presented, taking into account possibilities of using various approaches in their interaction with banks and debtors.
