The developing of a unified approach in the theory of control and measurement systems’ elements is a topical task, when such approach is invariant to the physical nature of phenomena and processes used, and invariant to the methods and tools of functional and structural design of these elements. In this paper we propose an object-oriented model of the knowledge base on physical and technical effects for the conceptual design of new elements of information-measuring systems and control systems. The design will be based on the energy-information model of circuits and model of parametric structural schemes. The following classes were developed and described: the passport of physicotechnical effect (PTE), the morphological matrix, chain models reflect the physical principle of the device action, the model of technical implementation of the device, the model describing the characteristics of expert assessments of PTE. This allowed to develop the basic architecture of the system of conceptual design and identify the main technical solutions for its development.
