Publication policy of regional university in context of its scientific image management

Authors consider the substance of term «publication politics» (PP); show importance of PP for management of regional universities (RU) scientific image; analyze the purposes of RU PP and resources restrictions for its realization. In article it is distinguished two directions of PP (and decisions/measures accepted in its frameworks) - the first concerns with activity of universities governance, its administrative, managerial and other structures, the second - is direct to authors of publications. For both directions authors of article adduce lists of their components, thereafter each of them is analyzed from positions of RU scientific image management. In article are considered in detail following questions: maintenance of performance efficiency for publishing complexes of RU; usage of RU sites for support of authors publication activity; possibilities of leading Russian and foreign scientists attraction to participation in work of editorial councils of scientific magazines; methods for expanding composition of authors, the published in universities scientific magazines; stimulation of authors from RU to publications in foreign editions; usage of information technologies for ensuring quality of published materials; advancement of the published works in scientific information space; reflection support for publications and references to them in electronic systems of the citations account; possibilities of coordination for universities PP; application of information technologies for preparation and publication of RU scientific magazines, including in the electronic form; ensuring of information technologies competence for personnel of publishing complexes and authors. The conclusion is drawn, that RU have certain possibilities for improvement of their scientific image by means of PP optimization in conditions of existing normative and resources restrictions.
