The basic lacks of classical budgetary planning at the enterprise and also complexities at drawing up of the consolidated budget on the enterprise group as a whole are considered. In view of the examined lacks some requirements to new planning system are formed when planning is conducted simultaneously at all levels. Such an approach will allow to get rid of lacks of the classical parallel scheme as much as possible.
