Considered a heuristic model of the generalized index of technical level of information-computing systems based on a complex application-SRI elements of utility theory, multidimensional scaling, expert evaluation and decision making. Generalized index is synthesized in the linear-quadratic form, which provides a higher adequacy of the assessment preferences of experts and decision makers.
