Key indicators (KPI) have proved the efficiency in system of management of the leading Russian and foreign companies, and KPI have found wide application in the majority of the state structures of the USA, for example, in police departments. In social sphere and noncommercial organisations of Russia key indicators, or indicators of quality of work, are not applied, which causes problems in the control system. The educational environment demands special attention to construction of effective management with possibility of an estimation of results. Universities having received a new direction of development towards increase of profitableness of their services, should lean against the certain mechanism of a quantitative estimation of productivity of the scientifically-educational activity, being a basis for strategic development. In the article the author’s vision of system of key indicators for a higher educational institution with breakdown on principal views of activity and structural divisions of universities is stated. The author develops a matrix of the purposes of universities; some methodological approaches have led to an estimation of the revealed indicators, and recommendations for their calculation are given. System KPI introduction is a difficult process on gathering and processing of the initial data, demanding special training of employees and creation of the given tabular forms convenient for entering or software product working out. Use of key indicators will allow to plan work of chairs, faculties, institutes and universities in more details as a whole, moreover, planning on the basis of KPI will be interconnected and quantitatively measured.
