The necessity of acceptance of measures on development of hi-tech medical aid in Russia has been put in the agenda by the Decree of the President of the Russian Federation № 1137 of September, 26th, 1992, in which the Government of the Russian Federation was entrusted to provide target financing from the budget of expensive kinds of medical aid under the list of the diseases confirmed annually by Ministry of Health of the Russian Federation. Importance of development of hi-tech medical aid in Russia has been realized in the early ninties, however the purposeful policy on formation of corresponding system started to be formed only on a boundary of centuries. Now it is possible to say that basic elements of national system of hi-tech medical aid already exist, but the system hasn’t been generated yet. In the article problems of development of system of hi-tech medical aid in Russia are considered. The state regulation role in this area is shown, innovative aspects in the given direction of social policy are allocated, suggestions under the decision of available organizational and economic problems are considered. Theoretical and methodological and applied aspects of creation and development of system of hi-tech medical aid in Russia are considered. Problems of planning and issues on creation of methodical bases for definition of requirement of the population in hi-tech medical aid on country regions are brought for discussion in the article.
