In the given work ways of development of a network of following generation NGN are considered. As not all services in the communication market use identical interest at users, the approach lowering financial risk of the operator is necessary. This opportunity is to the full provided by concept NGN. For a choice of strategy of construction NGN various approaches can be used. In article the classification reflecting mutual relation of strategy and scripts of construction of a network of the following generation is given. Having united two basic strategy (construction of the allocated and imposed networks), it is possible to formulate one more approach to development of system of telecommunication is a pragmatical approach which allows to solve set of the tasks being important both for the operator, and for the subscriber. The pragmatical approach, in turn, can be realized under two scripts: without change of structure of a network and with change of structure under beforehand chosen plan. In article the analysis of these scripts as a result of which it is revealed is given, that the script with change of structure of a network under beforehand chosen plan is more reasonable. In article the risks connected to realization of ideology of construction of network NGN also are considered: decrease of reliability of the switching equipment and an infrastructure of an IP-network at transition to NGN; maintenance of compatibility of elements of the equipment of different manufacturers; absence in the Russian Federation the problem-oriented normative base necessary for introduction of NGN-decisions.
