Since the second half of the twentieth century in terms of accelerating scientific and technological progress the demands on the human capital of the country are increasing. The transformation of knowledge into innovative products and services occur due to realization of creative potential of the individual, so all over the world higher education institutions, carrying out educational and research functions, are becoming more active and often backbone participants of innovation systems at different levels by forming a kind of intellectual environment of universities . The level of intelligent business services in foreign countries is closely correlated with the development of science and education. It should be noted that in some countries their own features of such development take place. Such interaction is aimed at improving the competitive advantages of high schools and allows to carry out more ambitious innovative and educational objectives and leads to the interaction of different fields of knowledge. The main motive for the development of inter-university cooperation is to expand the participation of universities in innovation systems of countries and regions. The result of this unification must be a modernized system of Russian higher professional education, which has an internationally recognized level of quality. The unprecedented leap in the development of education systems in most countries of the world and the formation of the united educational space are caused by the fact that management of production and transfer of knowledge becomes a core component of the mechanism of state regulation of economic progress, which is based on fundamental changes in the world science, engineering, technology and also processes related to the computerization and automation. Within the framework of national innovation system the state creates and carries out scientific-technical and innovation policy in order to achieve and maintain a high level of competitiveness and efficiency of the economy.
