In article is shown importance of optimal personal distribution (DP) between divisions (working groups) of organizations with fixed hierarchical structure; with changed during their reorganizations divisions nomenclature and employees numbers; working groups/creative collectives realizing separate projects and/or their sets. In statements of DP problems are considered such personnel categories: regular employees; candidates for replacement of vacancies on a regular basis; internal and external part-time workers - including persons, working under contracts. Authors proved expediency and account features in DP problems of such factors (objects): compliance «volumes, directions, complexity levels for work of divisions» and «personnel qualifications, their time resources»; representations of employees’ qualifications (competences) as sets of «competence components», estimated quantitatively; costs of employees’ payments; degrees of their psychological and business compatibility in divisions. In article are described technologies of «decision search» means usage in spreadsheets for finding of optimum DP between divisions. Also are analyzed possible reasons of illegibility statements for DP problems, necessary changes in described approaches for obtaining decisions in illegible conditions.
