There is federal law currently under preparation – law that will fix a new system of professional standards that meet the requirements of business in Russia. This recognition of competence-based approach at the state level due to the fact that it is a targeted. In other words, it is trained not just a generalist, but a staff member who will be able to perform a very specific range of assignments. This paper discusses the design of the automated system, which will improve the efficiency of measuring the level of competence of employees due to the formation of individual professional tests based on competency model.
