Current trends in personnel management, management careers, organizational management, and development of information technologies (it) significantly expand the horizons of professional activity of a Manager in the management of staff development. The rejection of a narrow understanding of this type of management, as a process of building human capital, in favor of a broader strategic vision (from diagnosis of the existing potential of employees to personal identification of the strategic objectives of the company's development) involves the creation of trastu-penati program structure staff development. The authors propose a scheme of management development of employees, based on competitive advantages and problem areas in the field of personnel management - this scheme reflects the experience of the successful management of leading companies. Dynamic processes in the field of work with personnel, what is happening in Western countries, have a significant impact on the choice of priorities, phasing of implementation of approved decisions and in the Russian companies. In this regard, the proactivity of the HR managers, the active use of it are the competitive advantages of those companies in which such practices apply. In this article the authors present the programme for the development of employees in modern companies. When this is done a particular emphasis on the analysis of the relationships between it development and the peculiarities of personnel management, the implementation of programs of development. The article also presents a mathematical model for optimal allocation of costs for personnel development based on its activities, qualifications and expected hours of work in the organization.
