The author reviews the general characteristic of the directions and volumes of cross-border transportation of goods and passengers in the Caspian basin, including formation and ensuring activity of "transport corridors", ports, railway stations, the airports and so forth. The main directions of information and communication technologies (ICT) development are considered. For Caspian regions of Russia and other countries are estimated: the impact of ICT development and cross-border transportations on features of the population activity; on business activity conditions, including in the sphere of transport; on qualification and a role of profile ICT-specialists; on the principles of selection and human resource management in the or-ganizations of various types; on the approaches to ensuring personnel ICT-competence. As separate category of personnel ICT-specialists, who can work in the organizations of various types, are allocated. For this category the following subcategories of experts are considered: system administrators (experts of the general profile); on the software development, including information systems; on software installation, its control, support; on development of the websites and their maintenance; on websites content management; on information security. It is shown that influence of cross-border transportations of passengers (including tourists) on ICT-competence of the population of the considered regions, generally need ensuring of speech and texts in foreign languages understanding, with reservations - communication in such languages. Classification of the organizations concerning their participation in performance or ensuring cross-border transportations on the Caspian Sea is offered. For each of classes (types) of the organizations the author considers necessary types of personnel ICT-competence, including possession of general purpose and specialized software; basic skills of ensuring information security; a role of ICT-specialists in ensuring activity of these organizations. The subject, connected with the impact of activity of educational institutions on ICT-competence of the population and the organizations of Caspian regions, taking into account routes and volumes of cross-border transportations, is analyzed in detail.
