The article considers the concept and methods of program-target planning from the positions of various scientists. It was revealed that now there is no consensus on the structure and methods of program-targeted planning. A generalized scheme of program-target planning has been compiled. Program-target planning in municipalities is implemented in the form of municipal programs. Municipal programs contain the goals and objectives of the program, target indicators (indicators) of the program, terms and stages of the program implementation, resource provision. The business processes of drawing up, coordinating, and monitoring the implementation of municipal programs using the IDEF0 notation have been researched and described. It is noted that at present, business processes in the administration of the municipal formation "City of Astrakhan" are not automated. The project of an information system for program-targeted planning in a municipality is described, including the setting of tasks, algorithms for the system operation and the structure of the database. The main functions of the system: the formation and coordination of municipal programs, the calculation of the efficiency coefficients of the municipal program, monitoring the implementation of the municipal program, generating reports and providing information about the executors and co-executors of the program, about the project and its implementation. To determine the goals and indicators of the municipal program, it is proposed to use a balanced scorecard (BSC, Balanced Scorecard, BSC). The indicators are described that allow evaluating the effectiveness of the implementation of the municipal program. The prospects for the development and implementation of the information system are determined.
