The article discusses the problems of municipal-level economic development, focusing on the major economic indicators for Astrakhan region over the last few years. It also weighs that region’s process of managing economic development from both the municipal and state perspective. In summarizing the challenges of Astrakhan’s economy, the paper also assesses its investment potential and its developmental approaches. Subsequently, the critique makes a series of proposals aimed at eliminating the problems related to activating the regional economy, while creating conditions for attracting investments and raising its level of control over the quality of economic services. In the course of its general financial analysis, the blueprint also draws attention to Astrakhan’s principal shortcomings in the field of economic development.
