The article describes the shortcomings in quality management systems (QMSs) at modern Russian higher-educational facilities. Beyond defining the flaws, the research seeks to promote methods for eliminating, or at least mitigating, the causes of QMS problems. However, the critique notes that implementation of solutions depends on the quality of the educational institutions, their competiveness in the higher-educational market and the labor market demands upon their graduates. During the discussion, the document states that Russia’s higher-educational institutions currently lack efficient QMS courses. Consequently, it suggests the use of new types of QMS courses based on a ’fuzzy-cognitive-modeling method.’ The latter, the paper indicates, might formalize immeasurable numerical factors for enhancing the QMS knowledge base. This proposal, the blueprint relates, would also increase the quality of education, making it possible to eliminate the problems caused by internal and external flaws, and raise the efficiency and competitive spirit of Russian higher-educational institutions. Upon graduation, the students could apply their skills – including their QMS-related knowledge – in the labor market.
