The problem of ensuring quality education in institutes of higher education is considered in the article. The purpose of this article is the analysis of circumstances influencing the quality of education on the whole and definition of general factors of ensuring quality education of any institute of higher education. Methods of research: observation, modeling, abstracting and deduction. The concept of “factor” is developed as the driving force for any process/phenomenon defining their character or separate features. The analysis of the studied problem is carried out. Scientific novelty and the results of the research consist in general (conventional) list of factors of ensuring quality education making a basis of the system of quality management of institutes of higher education united in 10 main groups, including 31 parameters, ensuring quality education of institutes of higher education. Given above a list of general factors, ensuring quality education, is the basis of a new management system of education quality for institutes of higher education, which will ensure the quality of education on a modern level.
