The general characteristic of activity conditions for schools in Russia and Astrakhan region, features of training in them schoolboys by course «bases of information and communication technologies (ICT)» is given. Authors have considered the directions of ICT competence (IСTС) level influence of schools heads and teachers on the educational process organization, and for schoolboys – influence of ICTC to training success, realization of opportunities for receipt in universities. The analysis of material base of training at Astrakhan region schools showed that their computer and software equipment level grows. Practically all schools (except located in the most remote settlements of area) now have Internet access. The reasons, causing difficulties of providing schools with ICT teachers are shown. In article are presented planned numbers of hours for studying ICT in various categories of schools/classes. It is noted that on PC schoolboys receive the most part of practice out of schools, including at home, in game clubs, the non-state educational centers and so forth. It is separately investigated possibilities of the programming olympiads, ICT competitions and other out-of-school actions, concerning stimulation processes of increasing pupils ICTC. Authors analyze in detail existing methods of ICTC assessment for schoolboys and their changes in training process. It is noted that intra school estimates (current, by quarters, for a year), and results of Unified State Examination not always objectively reflect the preparation level of schoolboys, quality of ICT training in schools. In conclusion of article the main possibilities of ICTC management for teachers and schoolboys are considered, taking into account existing realities.
