The factors’ structure defining stay environment comfort in host universities for lecturers, employees and students during constructions exploitation period is considered. Some positions of these factors’ perception are investigated. Possible methods of providing of comfort stay conditions are covered, direction and efficiency of expenses for these purposes are analyzed. Measures of medical-biologic direction are considered separately. The mathematical model of a compromise conditions choice for stay environment conditions under party interests conflict is offered.
