Directions of information-communication technologies (ICT) influence on social and economic processes in regions are investigated. It is shown that ICT perfection and expansion of their application promote improvement of efficiency for processes of formation and usage intellectual resources of population, organizations, regions, countries. Formal definition of term ICT-competence (ICTC) is given, interpretation of some adjacent terms are presented. Change of understanding for term ICTC, concerning citizens production activities, their training and everyday life is investigated. It is shown that requirements to ICTC of corporations and physical persons are grow. The differentiation of requirements to competences of ICT-specialists of various directions is considered. Some questions of physical persons and corporations motivation, concerning with ICTC increasing are investigated. In connection with ICT dynamics consideration the reasons of its natural degradation are shown. Possible methods of ICTC maintenance and expansion in regions and in organizations are described. Special attention is given to role of regional educational institutions in maintenance of physical persons and corporations ICTC. Possible approaches to estimations (certification) of ICTC for citizens and organizations, questions of complexity and objectivity for such estimations support are considered. It is shown that computer testing can be an effective remedy for some kinds of ICTC estimation. Accounting of some factors, including delayed effects of reactions to controlling actions influences, migratory and demographic processes in mathematical model of ICTC regional dynamics is proved. The model is presented in the form of differential equations system. Some possible directions of model generalization are shown.
