In article is showed the educational image (EI) key role of regional universities (RU) in ensuring success of its work in market conditions. Authors presented the purposes and restrictions, which have to be considered in operational and strategic management of OI RU in the conditions of the competition with other educational organizations. Features, which must be taken into account during EI RU management under the factors of uncertainty and risk, are characterized. It is shown that EI RU has two components – information and estimated. Within the information management (IM) of EI universities can influence on both components, though, usually, in different degree. The substantial structure of these components is considered. In article are allocated two main directions of IM – advance in information space of the data, which positively influencing at OI RU; fight with negative information. For both directions authors of article investigate in detail information risks, the used practical IM methods, conditions of their information effectiveness. The special attention in work is paid to questions of information placement on sites of universities, its advances in Internet space, to Internet technologies usage for support/improvement of RU operational positions at the regional markets of higher education services, to fight against negative information about RU in Internet space. In this regard authors investigate influence of individuals IT-competence on availability and potential completeness of various objects usage, placed on sites of RU, which are important from IM EI positions. In article considered also some mathematical models of optimization for resources distribution between separate directions of IM EI, possibilities of these models further development.
