The article is devoted to consideration of the complex issues associated with the modern trends of usage in Russia methods of public administration (PU). Analyzed the existing definition of the term В«public administrationВ», offered its own version of the definition. It is shown that the use of approaches based on the PU can be an important means of improving the effectiveness of organizations, rational change management in their activities. The article also describes the challenges of using methods (technologies) MK and PU in the sphere of state and municipal management (GaMM). Analyzed the possibility of increasing the access of citizens to information associated with the management and development of service availability to the GaMM. It is shown that the potential for such services in electronic form is largely related to the level of information and communication competence of citizens. Detail the subject matter related to the directions and the effective use of PU in the field of education of Russia Analyzed the existing (already used) and promising В«mechanismsВ» that are within the socio-economic governance can harmonize short-term and long-term business goals of educational institutions, GaMM, potential employers. Explore opportunities for public audit in the sphere of education and forms of use - taking into account existing experience. The directions of use of the results of such audit in the decision-making and other decisions; public control over the implementation of these decisions. Considered in detail the possibilities of application of information and telecommunication technologies (ITCT) for the collection, analysis, processing, display, accessibility information associated with PU; to ensure the efficiency of information exchange between different categories of legal entities and individuals under such management. Shows that the use of ITCT potential to greatly expand the circle of В«expertsВ» involved in PU organizations; to ensure the best fit specializations of В«expertsВ» and activities of the organizations they appreciate; professional development В«expertsВ».
