The objective of the study is to increase the level of effectiveness of decision-making in the management of the life cycle of electronic educational resources (ESR) used in the process of life-long specialists’ training. To achieve the objective the following tasks have been fulfilled: analysis of current problems of specialists’ training using ESR, the description and formalization of the life cycle of the ESR as an iterative development model, the analysis of the control system design options and support of ESR lifecycle to ensure the ability of mass development and updating of teaching materials and resources. The authors studied the urgent problems of ESR mass development, their modernization in the process of use. A functional model is proposed in the form of IDEF0-diagram for the system of life-cycle management of the ESR; and a model of the ESR repository is also proposed in the form of IDEF1X-diagram. The prototype of the system of life-cycle management of the ESR was implemented. It is based on the use of the Alfresco content management system expanded by additional modules. The developed system prototype provides support for all phases of the life cycle of the ESR, enables to minimize costs in their creation and modernization, to reduce the response time of the “development and support of the ESR system” to the dynamically changing employers and legislation’s standards.
