In the work the construction of educational activity according to the state order is considered on the basis of the analysis of the concept “The competent approach”.The priority differences of the educational establishment management, in a context of the competenсe from the traditional approach are given. The effective model of management with the purpose of increase of the responsibility of establishment for results of the activity is developed.
