Unlike the technical systems, the behavior of socio-economic systems (SES) is characterized by the purposes of their existence in the socio-economic environment. Known approaches to modeling the behavior of SES are based on the assumption that system management goals are achievable in principle and management strategies a priori exist. In such a case the dependences between the goals achievement and the system existence itself are not considered. In this paper, the behavior of SES is understood as a goal-directed changing of its state due to the results of subject-object activities in SES, within a dynamically emerging goal space. The SES management is considered as a narrative defining not only the future state of the system, but also its very existence in the future. In such a case the choice of management strategies and responsibility for the activities of participants of the management process is borne by the participants themselves. Mathematical methods are used for monitoring system control and maintaining its manageability. The activities results in SES that might lead to the loss of the system manageability and inability to achieve the management goal (the system disruption) are compensated by modifying the management strategy without losing the goal space connectivity and structural order, which ensures the system existence in its environmen
